Semuel A. Pangerapan

Director General of Informatics Applications

Semuel A. Pangerapan currently serves as the Director General of Informatics Application, Ministry of Communication and Informatics. He has more than 20 years’ experience leading various different businesses in the and informatics sectors. He is also active in a number of national and international organizations related to Internet governance and uses.

He previously held positions as the CEO of PT. Jasnita Telekomindo (1996 - 2016), host/co-chairman of Internet Governance Forum Bali (2013), chairman of the Indonesian Internet Service Provider Association (2012 – 2015), and chairman of ASEAN Telecommunications and Information Technology Senior Officials Meeting (2018 - 2019). He obtained a Bachelor of Science (BS) degree in Business Administration (major), Information Management (minor) from California State University, Fresno, USA in 1990-1994.

Heather C. Variava

Charge d'Affaires, US Embassy Jakarta

Heather Variava is the Chargé d’Affaires, a.i. for the U.S. Mission in Indonesia. From 2015 to 2018, she served as the U.S. Consul General in Surabaya, Indonesia, where she led the Consulate General in diplomatic engagement with eastern Indonesia. Previously, Ms. Variava served as the Director of the Office of Nepal, Sri Lanka, Bangladesh, Maldives, and Bhutan in the Bureau of South and Central Asian Affairs at the U.S. Department of State.

A member of the U.S. Foreign Service since 1996, Ms. Variava has worked overseas in Mumbai, India; Port Louis, Mauritius; Ho Chi Minh City, Vietnam; and Dhaka, Bangladesh. In Washington, she also has served at the State Department Operations Center and on the Thailand desk. Prior to joining the Foreign Service, Ms. Variava worked as a newspaper reporter in Waterville, Maine. Raised in Cedar Rapids, Iowa, she received anundergraduate degree in international relations from Georgetown University’s School of Foreign Service.

She has a master’s degree in journalism from the University of Missouri, and, with a Rotary Graduate Scholarship, received a master’s degree in European Studies from the University of Sussex in the United Kingdom. In 2012, Ms. Variava received a master’s degree in national security strategy from the National War College in Washington, DC, and in 2014 she completed a fellowship in executive leadership with the International Women’s Forum (IWF). She and her husband have two sons.

Dylan Gilbert

Privacy Policy Advisor National Institute for Standards and Technology U.S. Department of Commerce

Dylan Gilbert is a Privacy Policy Advisor with the Privacy Engineering Program at the National Institute of Standards and Technology, U.S. Department of Commerce. In this role, he advances the development of privacy engineering and risk management processes with a focus on the Privacy Framework and emerging technologies.

Prior to joining NIST, he was Policy Counsel at Public Knowledge where he led and developed all aspects of the organization’s privacy advocacy. This included engagement with civil society coalitions, federal and state lawmakers, and a broad cross-section of external stakeholders on issues ranging from consumer IoT security to the development of comprehensive federal privacy legislation.

Michael Rose

Government Affairs & Public Policy – Data Governance Google

Michael Rose is Google's lead for Data Governance policy in APAC and covers cross-border data flows discussions impacting Google products globally. Prior to joining Google, Michael worked on privacy and digital policy across the U.S. government for nearly a decade. Michael served as a Policy Advisor in the Department of Commerce, leading work on privacy-enhancing data transfer mechanisms such as the APEC Cross-Border Privacy Rules (CBPR) System and global policy debates on privacy and data flows.

Michael also worked on the US-EU Safe Harbor and Privacy Shield Frameworks at the Commerce Department. Michael served at the Office of the US Trade Representative as Director for APEC Affairs as a Presidential Management Fellow, leading negotiations on APEC's Privacy Framework and Digital and Internet Economy Roadmap. He holds a Bachelor's from the University of the Pacific and a Master's in Public Policy from Liberty University.

Marcus Bartley Johns

Regional Director, Government Affairs and Public Policy, Asia Microsoft

Marcus is Asia Regional Director for Government Affairs and Public Policy for Microsoft. He works with Microsoft’s teams and the company’s stakeholders across the region to advance public policies for trusted, responsible and inclusive digital transformation.

Before joining Microsoft, Marcus worked for the World Bank on digital economy and trade issues, in Singapore and Geneva. He began his career as an Australian diplomat, with assignments in Geneva at the World Trade Organization and United Nations, and in Bangkok working on regional economic cooperation programs.
