Payment System regulatory reform was initiated with the issuance of Regulation of the Governor of Bank Indonesia Number 22/23/PBI/2020, Regulation of the Governor of Bank Indonesia Number 23/6/PBI/2021, and Regulation of the Governor of Bank Indonesia Number 23/7/PBI/2021. To support the issuance of the referred regulations, implementing provisions that will further regulate matters that are operational in nature in the implementation of Payment System by Payment Service Providers and Payment System Infrastructure Operators are needed. Based on these considerations, on 30 June 2022, the Members of the Board of Governors of Bank Indonesia issued Regulation of the Members of the Board of Governors of Bank Indonesia Number 24/7/PADG/2022 regarding Implementation of Payment System by Payment Service Providers and Payment System Infrastructure Operators.

Reformasi pengaturan Sistem Pembayaran diawali dengan penerbitan Peraturan Gubernur Bank Indonesia Nomor 22/23/PBI/2020, Peraturan Gubernur Bank Indonesia Nomor 23/6/PBI/2021, dan Peraturan Gubernur Bank Indonesia Nomor 23/7/PBI/2021. Untuk mendukung penerbitan peraturan-peraturan tersebut, diperlukan ketentuan pelaksanaan yang akan mengatur lebih lanjut hal yang bersifat operasional dalam penyelenggaraan Sistem Pembayaran oleh Penyedia Jasa Pembayaran dan Penyelenggara Infrastruktur Sistem Pembayaran. Berdasarkan pertimbangan tersebut, pada tanggal 30 Juni 2022, Anggota Dewan Gubernur Bank Indonesia menetapkan Peraturan Anggota Dewan Gubernur Bank Indonesia Nomor 24/7/PADG/2022 tentang Penyelenggaraan Sistem Pembayaran oleh Penyedia Jasa Pembayaran dan Penyelenggara Infrastruktur Sistem Pembayaran.
